North Carolina has officially launched the Energy Saver North Carolina Home Energy Rebate Program, backed by a $209 million federal award. The program was announced on January 16, 2025, by the North Carolina Department of Environmental Quality (NC DEQ) and is now moving into active project approvals across the state.

This program provides federally funded rebates to eligible homeowners for energy efficiency and electrification upgrades, creating a significant and long-term opportunity for qualified contractors.

Program Leadership

​

Everblue has been selected as the prime program administrator for Energy Saver North Carolina.  Everblue manages day-to-day operations and ensures that Inflation Reduction Act (IRA) funds are delivered through a fully compliant, statewide rebate program.

​

Bond Group Inc.: A Tier 1 Contractor

​

Bond Group Inc. (North Carolina) has been selected to serve as a Tier 1 Contractor supporting Everblue.  Bond Group will manage contractor participation and project execution across multiple trades, including:

• General Contracting

• Electrical

• HVAC

• Plumbing

Bond Group will identify, qualify, and onboard licensed contractors who wish to participate in this state-sponsored program.

How the Process Works

​

Once Everblue approves a Scope of Work (SOW):

• Bond Group contracts directly with pre-qualified contractors

• Projects are management assistance from start to finish

• Logistics and documentation are handled by Bond Group

• Contractors receive final payment after Everblue issues a completion statement

This structure allows contractors to focus on doing the work—while Bond Group manages compliance, coordination, and payment.

• Unlimited General Contractor

• Unlimited Electrical Contractor

• HVAC Contractor (H1, H2, H3)

• Plumbing Contractor (P1)

These licenses give Bond Group the technical and logistics expertise to support contractors, review multi-trade scopes, and keep projects moving efficiently.  While most projects are expected to be straightforward, Bond Group is equipped to manage more complex scopes when needed.

Initial Service Areas

​

Everblue has approved Burke and Caldwell counties as the initial rollout locations. Contractor recruitment is currently focused on these counties, with additional areas expected to follow shortly.
